House Bill 2866 and Senate Bill 1327 (identical or companion bills) were introduced Friday, January 21. 2005, by Delegate Callahan and Senator Norment respectively. On Feb. 22, 2005, the Virginia Senate passed House Bill 2866, legislation to give Virginia's 16 public colleges and universities greater control of their financial and administrative affairs, in a block vote of 40-0. On Feb. 21, the Virginia House of Delegates passed Senate Bill 1327 by a vote of 76-22. The legislation proposed a system-wide approach to greater efficiencies, accountability, and autonomy in higher education in the Commonwealth.
Then-Gov. Mark R. Warner amended the bill clarifying certain details but retaining the basic framework of the bill on March 31, 2005.
On April 6, 2005 the Senate voted 35-2 to pass the Governor's substitute bill while the House also passed the Restructuring legislation 79-17. Both bills (identical) were subsequently passed in the opposite house.
